For one the body language is totally differnt. One is relaxed and happy the other is stiff.
Mine dog does not growel often so you watch the body and she will stiffen and the lip will tighen and it may even raise and you know she seconds way from unloading a thumping on what ever is making her unhappy.

In play with aqa tug toy she growels and sings ans you know as it loose body and it in it she freezes all bets are off she swticjed modes and play time is over.
If a dog is groweling in l=play it is ok and it is even ok to growel whe n they are not in play. It is just language and they are just letting you know there is a problem. I rather a dog go grrr stop then not an nail me with a bite.
When you stop them from grring then they will go to a bit to ge you to stop as you taught them not to use their voice.
