Good luck. I think the route you are going with using the failing health is a good way to proceed. Make sure you have a letter from your vet too so they know how serious you are. Most people have a soft spot for a sick pup...especially if it will be a 'temporary' situation. Good luck, and maybe start looking into alternative housing in the meantime. We moved from our apartment and bought a townhouse and our dog (now dogs) couldn't be happier!! And no condo or apartment rules to follow...woohoo!
