I also am responsible in other ways and make sure he's in my control when we are out walking or when I have him in my carrier. I've talked to numerous of people and some are gung-ho about neutering, while others don't feel the need to. The ones whom haven't neutered their dogs, they have in the past and have not seen a difference in behavior and other stuff.
