I am not sure...but I would say not to put rubberband in her hair because it is probably why her hair is so short now due to the rubberband breaking it. I really don't think their is anything you can do to make it grow faster...well, the old ladies have told me that if you cut your hair when there is a full moon it would grow faster...so maybe try that...I know it is superstition but it may be worth a try.
