Dee probably hit your problem on the nailhead. When mine started crying, I plugged in the heating pad and they instantly settled down. I had to use the pad more with the last litter as we lost mom. If it is plenty warm, make sure it is not too warm. I had to make sure to turn off the heating pad in the day, especially when the sun was coming in the window. Also watch and make sure mom is licking plenty to make them go pee and poop. Crying can signal hungry, cold, hot, or uncomfortable. Apple bellies will let you know they are getting full, checking the temp should take care of that need, and watching mom to ensure they are getting relieved should take care of uncomfortably full colons and bladders.
