Could someone explain to me what the purpose is in wrapping your Yorkies coat?

I'm wondering if this is to strengthen the coat or if it helps with the skin.

I have a wonderful 3yr old female Yorkie named Mia and her coat is nice and healthy but she does have some skin issues though.

Any thoughts would be greatly appreciated.
