i can't believe people like this are permitted to live that would just let a little dog like that out to fend for itself. Praise god someone got some help for that baby & i pray that it got a much better home than what it had. I think anything would have been better than what it had. I live in albany, ga. & here if the dog was out, not on a lease & got hurt the owner was at fault it is called neglect & abuse. They would not have had to have the owner's permission to help the dog. The laws in ga. Are very strict on this type of thing. They should be every where!!
