I wish disney would change this policy! We love to stay at the disneyland hotel! We have stayed at the hilton which has it's own shuttle service and some rooms have disney views and we have stayed at the menage which is down the street from disneyland and they are clean and good priced but you would have to take the shuttle and we have stayed at the howard johnson which is in walking distance of the park and if you have kids they have a fun pirate themed water park. I'm sure there are other hotels in the area that are pet friendly but these are the only ones we've tried. The hilton was the nicest but also the most expensive.
