We also cannot sell a baby goat without it having our tag as well for disease tracking purposes in the event of a breakout of a disease. Does that mean I am on the list too? The USDA enforces the Animal Welfare Act along with it's many other responsibilities. High volume commercial kennels who wholesale puppies to brokers and pet stores are required to have a Class A Breeder's License. This is entirely separate from the USDA requirements for your goats.
