Its all about consistent supervision and catching them in the act to correct the behavior. Reward them when they successfully potty as expected. Do not let them run loose in the house unsupervised - until after they are fully potty trained.
Too many times, ppl get distracted or try to multi-task while the puppy is loose in the house - then the puppy just finds a quiet place to do their business.
Its not easy - we had to literally put our lives on hold while potty training - but it was worth it.
