My vet gives subcutaneous injections and I have never had a reaction with my pets or fosters. I believe that the chance of reaction is less than 2%. I believe what your vet meant was that it was not something unheard of.
You may want to ask this to verify it, but I believe that there are two manufacturers of the rabies vaccine and only one is given intramuscularly. The other one is given subcutaneously.
