How long have you stayed at the dog park when you go? When she's sitting on your lap there, does she start to relax after awhile even though she doesn't want to participate? If she does, I'd just continue to sit there & let her watch hoping the day comes when she decides it wouldn't be so bad to be on the ground & greet a playmate.

Do you have friends/family who have 1 or 2 small calm dogs you could set up play dates with? She might see that as less threatening & she could relax sooner. It would probably take some repeated dates for her to start making progress, but that's OK too. This approach might be more productive as the dog parks may be just too overwhelming to her.

I'm glad she's a happy homebody at least. It's very possible that with time, patience, & repeated attempts she could do a turn around for you. Good luck! Hopefully some others will have some good ideas for you.
