no, this is a three layer system that pulls the urine and etc from the top layer to the bottom. The top layer stays completely dry. I don't use them for peepads. i only use them in my whelping box. Do you bleach your pads? i have had the same pads for about three years and they are washed every other day with bleach added. i haven't noticed an oder. sometimes I throw a little vinegar in the mix.
