Poor little Toby

! I hope he's feeling much better today. There are too many people that think the leash law we have here applys to everyone BUT them

. We have a person in our neighborhood who puts a leash on their big dog and doesn't hold on to the other end but instead lets the dog drag it behind him! WTH?
