Yes, that does look like a tick bite and I would be concerned about Lymes. Here is a link to pics of what the bites look like on humans:

I don't know how the testing for Lymes is now, but when I lived in NJ, they would put people on antibiotics immediately rather than wait for the results of a test. At that time it took a long time to get the results back and it was better to start treatment. Antibiotics early is key!
IF this is a possible tick bite, I would speak with the vet about antibiotics.
