Anyone have any ideas? Is it because she's turning into a little woman? Or is it something worse?

staph infection is what it looks like to me and i would also have her urine checked since it is by where she pees to make sure not a urinary tract infection so take in urine for culture and urinalysis and have them culture the skin to see what antibiotic they can use to kill as otherwise they are just guessing
