Default Too Friendly?

My two are so friendly that they want to rush over and meat up with every-one and ever dog we pass in the street. I want to start teaching them to sit still or walk calmly past others without them jumping up. I can eventually get them to sit if they are far enough away but trying to do it close up is difficult. Tried to get them to sit still when a Westie was approaching yesterday and the woman thought it was because they were aggressive, she told her grand-daughter to ' Go Past Quickly'. I then spent time explaining no they were overly friendly. While this going on they are nice and quiet because nobody is paying them attention, but as soon as people realise they're sweet , they just start talking to them and fussing them, so I just cant win as they play up to the attention. Any ideas how I can stop them without people getting the wrong idea or them thinking theres something wrong and turning the other way?
