puppy distemper combos are giving usually at 8, 12, and 16 weeks. So at 4 months your puppy should be getting the last distemper combo. I'd then wait another month or wait until her spay to get her the rabies vaccine. Puppies get the rabies vax that is good for 1 year (which also happens to be the same vaccine that is good for 3 years). its just protocol that the first rabies vaccine given is only good for 1 year, then after that it can be given every three years IF that is the law in your state. Some states require the vax to be given every year.

For Suzi, She does need her rabies booster now at 19 months and then she will be protected for 3 years. I would get her distemper booster done first, then wait a few weeks for the rabies. After this distemper booster i'd then change your vax protocol. that depends on your living/environmental situation (whether she needs other vaccines based on the area you live in). I personally stopped giving vaccines after her 2 year old distemper vax (which i only gave her 1/2 of).
