Default Surrogate Mother

Hi! I'm new to this and am not very computer savvy so I apologize if this is the wrong venue.
I have 2 female yorkies. One has a litter that is now 3 weeks old. The other yorkie is 1 1/2 years old and never had a litter. The mother has recently allowed the other one access to the litter and now the other one has become very protective of the litter and lays with the pups, cleaning them and allowing them to attempt to nurse. She allows the mother in the whelping box but often the mother will just look in the box and see that the other one is in there with the pups and walk away. I am concerned that mom is not nursing as often as she should because of this. And I am wondering if it will do any psychological damage to the other one if I restrict her access to the puppies. Any info would be greatly appreciated. Thanks in advance.
