while you are at the police station ask for a listing of all complaints at that address while it has been owned by the current 'landlord'. Go to city hall and building and zoning and check about ordinance violations when it comes to upkeep. All of those are fineable offenses..can get very very expensive, make his life very unhappy. the hx of complaints will only help in court.
