The hair clips are still for sale. The "don't watch me poop" shirt is sold but the "I'm so Happy I Could Pee" shirt is still available. It is 10 1/2" from the top of the collar to the tail of shirt and 15 - 15 1/2" around under the arms.
#23 will not fit a 7 1/2 pounder. It is more for either a 3 - 3 1/2 pounder size dog.
