I never had that with my dogs, but one of my dogs' puppies acted that way. Any dog that came near, big or small, he would immediately tuck his tail and roll on his back and show his belly. In fact, my sister in law has 2 yorkie puppies that just turned a year old in August. Hank is a big guy and greets everyone, Jr. tucks his tail and shows his belly and seems to just crawl towards the other dogs! Chopper, the first puppy, is now 3 years old and he no longer does that. So maybe they have to grow out of it.
