Walmart carries dog bags from time to time and they are usually pretty affordable, so does Target.
If you happen to have a tuesday morning near you (not sure where you are in Jersey) but they usually have at least one or two different kinds in stock. I find its hit or miss though, depending on your style and what you like.
Kwiggy Bo also has some carriers in their sale section and depending on what you're looking for you might find something you like. (They have two straw ones and a peach pleather one under $25.)
Overstock.com also has a slew of bags under $50, but it really depends on what you like.
I always stalk the clearance pins at the pet store whenever I go. Before I got Winston I always used to see a ton of dog bags hanging out in the bins at 50-70% off. I haven't been that lucky since I got him... but it happens and I am always on the look out!
