I do think that some mommas can be too rough with their pups but I have never had one really hurt a puppy. I think socialization is the hardest part of raising a litter. From my observations it seems that the alpha females seem to be much rougher on their pups. If you have a female that overdoes the playing and dominance I feel it can make a pup more timid. Your pup is still young and her behavior does sound very normal right now. I figure she was biting his neck in an effort to get him to play.
