If you just keep up with what you are doing, he will get it eventually
I agree with the above poster, try taking him on long walks so he has to go outside. Then praise him to high heaven. Also, take his poo from the pads and place it outside.
Have you considered bell training them? He might take more interest in going outside for the poo if you make it fun by using a bell, or potty bells
