His hair could very well be a result of illness and meds, and his young age. If he is on good quality food and otherwise healthy, you may notice improvement over the next several months. Some people think omega3 supplements, or fish oil caps (cut open and put on food or squirt into his mouth), help improve hair and health overall; you might want to try that.

Yorkie's coat changes for the first 2 years, so it will be a while until you know what he's really going to be like.

Cutting hair won't improve the growth, but may improve the "look" somewhat. My Yorkie Tiki has thinish hair that grows slowly, partially because it it silky and partially because she is "liver challenged". I think she looks better with a little length, not too short, but trimmed so it's not stringy. Too much conditioner makes it look worse. The nice side, is she doesn't require a lot of brushing and doesn't mat.
