Unhappy Am I choking him??

Recently we switched Sam from a harness to a hound collar (Here's a pic of the model we have: http://www.diamond-dog.com.au/images...und_collar.jpg)

Sam isn't much of a puller, but even a little normal pulling would choke him on a normal collar. He starts coughing up a storm! However, with the harness, it rubs his belly and makes him bald and very itchy. I thought the hound collar would be a good idea since it's broad so it wouldn't choke him. However, I read online that Yorkie's should under no circumstances have collars due to their predisposition to collapsed tracheas. He hasn't choked on the hound collar like the normal collar, although he will still cough after a MAJOR pulling session (like today when he tried to get the giant dog at the park to play with him) but even with the harness he would hack after lots of pulling. I'm just concerned the hound collar could hurt him. Any advice? Should he only be in a harness?
