Here's what I suggest. Check and see if the pups are hydrated. Get a 3 cc syringe (one that is used to give vaccinations) and a puppy preemie nipple, make a a couple of holes in the syringe. Mix a can of Goats Milk with equal parts of distilled water. Fill the syringe and attach the nipple. Gently push a bit of milk into the nipple and insert it into the puppy's mouth. The puppy may not get the concept immediately, but it will eventually.
