I'm assuming that he is very young. When they are small puppies sometimes the testicles have not dropped and their would not be a "sack" visible from a neuter. If you look for a scar and you do not see one you have 2 choices~ask your vet and he will be able to feel for testicles during an exam or if he has not been neutered they will eventually appear with maturity.
