You are specifically talking about this case...
I was not. I was making a general comment on the point you brought up regarding not worrying about papers for a spayed dog.
In regards to THIS case, I understand your point--why complain about something if it was never asked about beforehand and there were no efforts to procure it. I have no idea what really happened in this specific case, but if one was never promised the papers and never asked about them, then they have no reason to complain. However, generally speaking, this instance aside, wanting papers on a spayed dog is a completely valid concern, so I don't think that is a valid argument.
