My interpretation is that since she quit, & e.g., wasn't laid off, she doesn't qualify for unemployment. However, if she gets a job & earns $4,334, she can qualify. This doesn't make sense to me, because if she works how can she get unemployment. Is the a Catch 22?
Actually, you can get another job and still collect unemployment - you just have to claim what you make each week. You can make up to what your weekly unemployment is without penalty - anything over that and every dollar over reduces your unemployment check by double.

BUT - I don't know what the letter means......
