I don't know anything about the breeder or this situation, but generally speaking, AKC papers are VERY important to a lot of people, even if the dog is spayed. If I was told that the dog was registered and was promised the paperwork, then didn't get it, I would be suspicious and mad too. THAT, IMO would be a valid complaint for anyone.
