Default Unemployment rework requirement??

My mom recently resigned from her job of 28 years to take care of her elderly mother. My grandma lives almost 80 miles from my moms work, so there was no getting around it. Before my mom resigned, she looked into it to make sure she could get unemployment until she could find something close by my grandmas, and was told that she could. Well she got a letter today from the unemployment office saying that there is a $4,334 rework requirement? What does this mean? That she cannot get unemployment until she has a job? That makes no sense. None of us have ever received unemployment, so we have no idea what it means or what to do.
Anyone have any idea?
