Poor Apple has fleas?
The Dawn that is used is the old fashioned Dawn like "old skool" blue color. The fleas will run up toward the head so made sure you start as high up on the neck as possible and work toward the tail. If it were me I think I would make a ring of Dawn as high around her neck as possible without getting her hair wet at first. I would think the second the fleas felt the water they would run up so you would want to trap them. Does that make sense?
