  Puppymillers are torturing their breeding dogs, they aren't really torturing the puppies as much, they sell them early.  You can blame all poor breeder who don't do health testing and get proper vet care, but even the best of breeders can produce a dog that has LP. Accidents early in life can cause this, and that's why a new puppy check is so important to see if the new puppy has LP.  You can also blame people who don't take the time to check out a breeder and encourage these bad breeders to continue raising unhealthy puppies.  Blaming people won't solve any problems, but you can become an advocate for good breeding practices, and proper care of pets.
