Joey has silky hair and just got a new haircut with the body shaved and the leg hair longer, if you notice the foot hair is trimmed in such a way that it almost looks like he's wearing boots.
I've also seen variations of this cut with the leg hair slightly shorter than what Joey has and it looks great too.
