Finding (locate & visit) a good Yorkie is first. You can then try to negotiate price.
It will be hard to find a good Yorkie pup, in the tri-state area, for less than $1K, but there may be exceptions.
You might find one farther away, for less, but then you need to pay for transportation.
You could look also look at rescues.
