What I have been told my many breeders and behavorists that in most cases it is a "no". You will not get rid of the problem 100%. However, it's "most" not "all" cases. And it might be that you will never get him to stop marking completely but I wouldn't stop trying to decreasing the habit, if nothing else.

How long ago since he was fixed? Sometime it takes a little while before their marking start to decrease after they are fixed. Bellyband and correcting him when he gets caught will also help(I'm sure you know this, but if you didn't catch him in the act, you can't correct him because he will not understand).

Sorry, that's all the advice I can give. Don't know any quick solution to stop a dog from marking 100%.
