After trying pee pads, I think outside is the way to go too. I think you should just slowly increase her space. Try a small area of the kitchen then after a week without accidents, make it a little bigger and so fourth. If she has an accident, make it smaller. If shes holding it while shes in the crate while you're at work she should be able to hold it in a bigger space while you at work, but I wouldn't leave too much water out and no food.
