Confused What Happened to my Potty Training Efforts?

My two yorkies are almost 7 months old now and I had them well trained to the training pads. Up until a couple of weeks ago, I had them corraled off downstairs in the family room. Well, every time we left the room they would scratch the barrier and whine. I thought that I had pretty well potty trained them and decided to take the barrier down. Whoa! they were so excited about being in a different part of the house and love to romp and play. But when they discovered that they could go up and down the stairs to the second level, they decided to start pottying up there. Is this due to the fact that they think that it's new living quarters? I still keep them barracaded down stairs at night but as soon as I get up, they want to get past the barracade and romp around the rest of the house. Can anyone out there offer some suggestions on how I can control them?

Also, when should I think about getting them spayed and neurtered?
