I just finished puppy classes at Petsmart, we had a 4 lb silky in the class that was biting since he was 8 weeks old. The trainer would lie him on his back and gently hold him and tell him NO BITE! This seemed to work because he had calmed down a lot after the 8 weeks. The owner also did this at home. The position was to show him the owner was in charge. She also said to yelp when the dog nips you and quit playing with them
