While it is not a controlled substance, it is not without risks. It's actions are similar to an opoid and there are side effects, respiratory depression being one.
Any drug can be potentially dangerous to a small pup.
I believe the vets use it for another reason besides it not being an actual narcotic: it is not bitter and easy to hide in food.
