Hello & Welcome to YT! Potty training takes time - 4 months is still pretty young to be housebroken. I've read Yorkies can be hard to potty train too. The best thing you could do is get a crate and put Hershey in there when can't watch her. Take her out frequently until she goes and praise her like crazy through your actions and treats. Make a big deal about it! Chewing/biting is normal because they are just like human babies - Hershey is teething. Try experimenting with different chew toys or search through the fun & toys forum here on YT. I know someone on here has some good ideas to share. My Fancy like to chew on the water bottle lids - I'm afraid of her choking on it so I leave it on the bottle and give her the whole thing!  Silly girl!!
