It's possible that something scared her, or looks scary to her at night. You can try carrying her out for a block and see if she gets more enthusiastic after that.

You can also wait out her stalls. Praise her and give her a treat once she starts walking on her own, as opposed to luring her out of her stall by tossing a treat. Can you try different walks? Thor just does not like to walk around the neighborhood for the sake of it. He'll walk to go somewhere, like the park, or home, but not just for fresh air. He's a very results driven dog, I guess.
