Default Finding and using a stud in the Shreveport area

I would first like to thank you all for the knowledge i've gained from reading some of the posts around the website. It's been a great learning experience for me.

My question starts with a story. I met my soon to be wife about 2 years ago. She had an 11 year old yorkie named Dixie whom very shortly i fell for as well. Dixie was originally my Fiance's best freinds dog whom she purchased after she found out she had breast cancer. Dixie would lay in the bed with my fiances best freind while she went through her treatments and from what Renee says it really helped her quality of life. Before Amanda(my fiances best freind) died in her early thirties from the cancer she asked Renee if she could take care of Dixie knowing that her husband wasn't a little dog kind of person(he trains labs for competing). Naturally Renee accepted and she took very good care of Dixie until we lost her about a year ago. Regarding Dixie's death we aren't sure what happened. She's was herself one day and then after a vet visit some annual shots and a trip to the groomers on a Saturday and Sunday we lost her on a monday. It was horribly sudden for both of us and we still don't know what happened. Anyway before amanda past away she bred dear Dixie and Amandas mother took one of the little females her name is Abby. Since dixie's death my fiancee has felt that she would love to have one of Dixie's daughters puppies but Amanda''s mom(who own Abby) doesn't know any breeders/studs in the Shreveport area. I've spoken with Amanda's mother to see if she was still interested in breeding Abby so i might be able to surprise Renee with one of Abby's daughters. She said she was still interested but just didn't know where to start. Thats where I told her i would take the rope and try to find info regarding studding and such.
Talking with Kim(Amanda's mother) she told me that Abby goes into heat in the summer and christmas time. She's now 4 years old and weighs 5.5 pounds. I guess here are my questions
1. Is Abby to old to have a litter
2. Is there an organization or something that I can find a possible stud for her in the Shreveport area.
3. What is typical for stud service. pay and such?
I hope I have this post in the right area and apologize if it.
