That's tough to say, each dog is different. I fed my Marcel 4xday when I got him when he was 4 mths old - but he was a tiny (1lb 4oz at 16wks). He's never been hypogly in his life, so the 4xday worked for him at that age. For an 8 wk old...oy...hard to say. At that age, I'd suggest getting a breeder's answer as to how often she should be eating.
As for the vet, they should do a skin scraping at the very least. Many times though, vets can't find the mites under a scope/scraping, so sometimes a biopsy is necessary if they really do think it could be mites.
