From a property management standpoint, if you've already signed the lease there isn't much you can do about it. You can try and demand new carpet, but they don't have to comply if the carpet doesn't make the unit uninhabitable, and PA law doesn't allow you to withold the rent in this instance, even if you refuse to move in.

Removing dog/cat hair is hard, but I think after a few times running a vaccuum you won't be able to notice it.
