I would place Trevor in a totally differrent room and close the door. SO he can't see you of Harry> He needs a "time out" Do it in a matter of fact manner . Rolling him on the back is seen as a bully . So you are encouraging Trevor to be a bully, or to try and become submissive only towards you.
Watch Victoria's show. She has great tips on dog training on this very subject. Since both your dogs are male one is estabishing the alpha position. Right now it is Trevor.
