I don't own one of these, but they are made of leather (or synthetic leather depending on what you buy). They would need a little time to break in (you can help speed the process along yourself just by working it with your hands) but eventually they will get really soft and just conform to your dog.
I can't speak for the velcro, but depending on the quality some velco loops wear down over time or collect lint which keeps them from sticking as well eventually. That might be part of the problem on the shoes you're talking about.
