Perhaps you can have a "bachelor party" or a "rehersal dinner" that your pup can attend Stateside before you leave?
It's a real trial to comply with the rules, even if your dog is a Hawaiian resident and just goes to the Mainland with the family for a visit - if he wants to return.
To say they're "strict" is an understatement. I wish there was better news ...
